GTA IV Problem for PC?

Hey guys i recently bought a new PC and a legal copy of GTA IV.

Install went perfect, till i tried to start the game and got the following error

GTA IV FATAL ERROR D3D Error – DirectX9 video card required

so i re installed directx 10 several times and even tried 9 .. still got the error.

ive searched up my video card and asked experienced people i know, and they said my video card is actually directx 9 compatable.

i would really appreciate it if somebody can help me with my problem ille post the information i know off below thanks

•(2.30GHz, 1mb cache)
•Genuine Windows Vista Home Premium
•1GB DDR2 667MHz memory
•320GB SATA hard drive (7200rpm)
•ATI Radeon HD2100 graphics
•Dual Layer DVD Rewriter
•9-in-1 media card reader
•8x USB ports (4x front, 4x rear)
•19inch Acer X193W TFT

    Im sorry mate. ATI Radeon graphics cards cause GTA IV to crash and not run very smoothly. Look it up on google.
