Hi, as it’s just a basic type of cling-film plastic, I should imagine that it would not harm the paintwork of a car, particularly if the car has been wax polished. Try a small piece of saran wrap on an out-of-the-way part of the car (like the bottom of a door) first.
    Hope this helps!

I am not sure why you would want to do this as there are much more effective ways to protect a car in storage, but I’ll do my best to answer you.

Yes it is possible, but it is very inadvisable. The car would need to be recently detailed and as close to spotless as possible. The issuse would arise if ANYHING foreign was trapped below the wrap. Moisture, bugs, dirt etc, can all lead to blemishes in the clearcoat over time. Remember that the smallest grain of dirt or dust can scratch the finish when compressed by this type of wrap.

If it is for storage, get a car cover. If it is a prank, a short term appplication (a day or so) should not be an issue.

I see no reason to remove the paint before wrapping the car.
